Ken Stevens of Victoria University, Wellington, New Zealand, examines in this article recent developments in distance education and open learning in Australia. He notes the federal approach to the development of open learning with the OLAA, and that students may study with more than one university in the future. In particular, there is perceived to be a threat to New Zealand universities from the Australian expansion into international markets.
