In this first article of two, Magnus John, of the International Centre for Distance Learning based at the OU UK, reviews the history and development of distance education in Africa, in particular the anglophone and francophone centres. The author demonstrates the crucial importance of the infrastructural environment where local or national shortcomings remove the possibility of effective management on a long term basis. Secondly, increasing co‐operation and partnership which are in particular the focus of external international organisations working in this field provide new ways of managing old problems.
