Outline

This paper considers the increasing prevalence of coalition‐building in urban politics, associated characterisations of local public‐private relations, and the developing function of local economic strategy in such processes. It concludes with a discussion of local economic strategy‐making by Norwich City Council, which emphasises the distinctiveness of local policy and the limits of coalition politics.
