1. Note that the NRA was replaced by the Environment Agency by the 1995 Environment Act.

2. Respondents were asked to categorize their Local Authority area as being ‘predominately urban’ or ‘predominately rural’.

3. It should be noted that 28% of flood policies expressed both approaches, with policies divided according to defended and undefended land, and previously developed and undeveloped land.

4. The indicative floodplain maps were provided by the EA and outlined relatively basic information on flood risk within localities.

5. These were defined as: MAJOR, causing widespread damage to farmland and/or built environment; MODERATE, causing localized damage to farmland and/or built environment; and MINOR, causing little or no damage.
