Foster care: An overview of recent developments

Abstract

Thousands of children are received every year into the care of local authorities, to be clothed, nourished and schooled. Aware of the dangers of “institutionalisation”, the earlier large residential nurseries have been closed and attempts are made to put every pre-school child into foster homes as the best possible form of substitute care. But fostering has its problems.
