Abstract

This paper analyzed the impact of different conditions affecting prices, portrayed by means of scenarios, on the optimal distributional pattern of beef. The effects of liberalized beef trade in the SACU is quantified in this paper. The focus is on regional supply and demand and the effect of world prices and tariffs on beef trade in the SACU is estimated. This is deemed essential due to the changing marketing environment domestically and abroad.

In the absence of a tariff on beef imports, a decline of approximately 14 per cent in the domestic price is necessary to clear the market. Efficiency in the beef industry will have to increase significantly if beef producers are to compete with non-SACU members. The decentralization of the beef industry holds various advantages, especially if the desperate need to create employment opportunities in rural areas, the skew distribution of income and the poverty level in rural areas is considered. Existing infrastructure's sustainability should be market driven.

Die referaat analiseer die impak van verskillende faktore op pryse, wat voorgestel word deur middel van scenarios, op die optimale distribusie van beesvleis. Die liberaherings effek van beesvleis handel in die SADU word in die referaat gekwantifiseer. Die fokus is op streeksaanbod en vraag en sal aandui wat die etFek is van wgreldpryse en tariewe op beesvleis handel in die SADU. Dit word nodig geag as gevolg van die veranderende bemarkings omgewing plaaslik en oorsee.

In die afwesigheid van enige tarief op die invoere van beesvleis sal 'n verlaging in die plaaslike prys van ongeveer 14 persent nodig wees om surplusse op die mark te verwyder. Effektiwiteit in die beesvleis industrie moet betekenisvol verhoog indien produsente wil kompeterend wees met nie-SADU lede lande. Desentralisering van die beesvleis industrie hou verskeie voordele in, veral as die nodigheid om werksgeleenthede in landelike gebiede te skep, die skewe verdeling van inkome en armoede vlakke in landelike gebiede in ag geneem word. Die volhoubaarheid van bestaande infrastruktuur moet deur die mark bepaal word.
