1. Since 1998, funding policy has been devolved to the regions (Scotland, Wales, and Northern Ireland). None is planning to follow the English government in levying fees on its locally domiciled students.

3. All data for 2008. The net rate refers to the enrolment of the official age-group (18 to 24 in Brazil, 18 to 29 in other countries surveyed) in higher education, expressed as a percentage of the total population of the age group.

4. In 2004, 8.1% Brazilians had a degree but 2.8% did not complete higher education. Five years later, these percentages rose to 10.6% and 3.5% respectively (IBGE, PNAD, 2004 and 2009).
