Abstract
[1] This article is based on a paper given at the annual conference of the British Association of Teachers and Researchers in Overseas Education (BATROE) at Reading in 1990 under the title ‘Improving the quality of literacy in Third World countries’, which appeared in the report of that conference, Educational Quality and Educational Development Issues in the 1990s (edited by Keith Watson). It has been substantially rewritten for publication in this form.
