This article is a brief reply to the article “Charity Begins at Home—Participation and the A.A.P.”, Australian Social Work, Vol. 28, No. 1. That article examined the development of the Australian Assistance Plan in the Blacktown-Penrith areas. Three aspects are investigated in this reply:
