Abstract
At a time of increasing dissatisfaction with, and criticism of, the welfare system it is important to understand the nature and structure of public support for human service organizations. A triple-tiered support structure for the welfare system is proposed. Path analysis is used to identify the different factors and to assess their relative impact on this support structure. The analysis is based on 363 in-depth interviews with randomly selected respondents in Townsville. The analysis suggests that there is not only considerable support for the welfare system but also a hierarchical structure of that support.
