Abstract
This paper deals with the role of government in Australia in the provision of welfare for Australian citizens. Thus it excludes the increasingly demanding question as to the nature of our responsibility for the world community and the role the Australian government will be called upon to play in making provision from our more abundant resources for the poorer countries of the world. Yet the answer to that question may well be the most significant choice we have to make before this century runs out.
