Abstract
In 1989 Phillip Institute of Technology (based at Bundoora Melbourne) offered its Bachelor of Social Work degree (BSW) and Graduate Diploma in Community Development (CD) in the Central Victorian city of Bendigo. This paper outlines some of the contextual issues and identifies certain key factors in addressing these issues.
