Abstract
This review of the planning study for Kangwane consists of four parts: there is a brief introduction describing the document and its commissioning; the second part describes the contents of the study in some detail as many people will not have the opportunity to read it. There is a commentary on the study and various assumptions and components are criticised. This comment attempts to assess and analyse the major strengths and weaknesses of the study. Finally there is a short conclusion.
