Abstract
This paper argues that the conventional export processing zone can be adapted to allow a manufacturer to operate as an export processing unit. Such a facility could be incorporated in the development efforts of the coastal cities, enabling them to implement export‐oriented growth strategies in an otherwise relatively protected economy. The new regional industrial development programme will be an added advantage in stimulating export production through bottom‐up regional efforts in the coastal regions.
