Abstract
The Population Development Programme embodies the demographic policy of the Government of the Republic of South Africa. The main aim of the Programme is to ensure a balance between the population size and the natural and socio‐economic resources of the country. The Programme is based on international thinking and standards regarding population growth and population development. Although the high population growth rate in Southern Africa is not the main cause of poverty, it contributes to and exacerbates underdevelopment in the country. Freedman's sociological model is used for the analysis of fertility in Southern Africa. The Population Development Programme promotes specific fertility‐inhibiting programmes, projects and actions in the socio‐economic fields of education, manpower training, health, the economy and housing. Population information, education and communication programmes are also directed at people with high fertility to facilitate the change of fertility perceptions In favour of a small family norm.
