This article reports on a study undertaken at provincial scale in KwaZulu‐Natal that has interesting methodological findings. These appear to be replicable and could be of value to development planners and officials in other provinces during the transition period. The first part of the article explains the context of the study. Its purpose is to establish a set of comparable development indicators and to use these to measure the state of development at magisterial district level across the province. Particular attention is given to the methodology used to assemble, analyse and synthesise the data. The second part reports on recommendations from the study on how officials could use the database to prioritise public sector investment decisions in the province.
