H.A. Roy Binney

Binney, H A R: Was Director General BSI 1951–70 and Director General, ISO 1970–72. He spent the first half of his career with the Board of Trade. He was Controller of the Import Licencing Department in the first Department in the 1939–45 and was head of the first Engineering Division of the Board of Trade formed in 1944 with the main object of facilitating the transfer of industry from war to peace production. In 1947, he became Under Secretary responsible for Government interests in relation to all textile and clothing industry matters. Mr. Binney led BSI through a key period in its development. He was Vice-President of ISO for two terms, the Chairman of CEN, Chairman, Standardization Committee European Productivity Agency 1953–58 and a leading member of ISO and IEC policy committees. He has travelled extensively on ISO and IEC affairs and from 1974–1977 was UN Adviser on Standards for the government of Cyprus. He served as joint-Chairman of the Commonwealth Standards Conference with Dr. Lal C. Verman.

He was made CB in 1950. He is BSc (Eng) London and FRSA, Honorary Life Member American Society for Testing and Materials, Honorary Life Fellow Standards Engineering Society.
