Simon Hix is Reader in European Union Politics and Policy at the London School of Economics and Political Science. The ideas and some of the evidence in this paper are derived from a major collaborate project on voting in the European Parliament, carried out by Abdul Noury, Free University in Brussels, Gerard Roland, University of California, Berkeley, and the author.
