This article is based on a presentation delivered at a conference on “Command and Control of UN Multinational Operations” organized by the Istituto Affari Internazionali, Rome, on 25 November 1995, in the framework of a project sponsored by the Consiglio Nazionale delie Ricerche (CNR). In this article, “peacekeeping” is understood to mean a consent‐based set of activities covering a wide range of tasks but not designed to impose solutions or promote specific objectives by coercive means. In other words, the arrangements and proposals discussed here are not designed to support “enforcement” operations, which the UN remains ill‐equipped to undertake or direct
