Bibliothèques publiques et développement culturel. Quelle culture?

Résumé

La bibliothèque municipale est l’institution culturelle la plus répandue et celle de proximité par excellence. Plus que toute autre, cette institution se moule au type de population qu’elle dessert. Au patrimoine imprimé, elle a ajouté récemment toutes sortes d’autres vecteurs de la culture, dont Internet. Ces ajouts sont plutôt des juxtapositions. On n’en a pas encore conçu des utilisations intégrées ou complémentaires. Dans ces conditions, les bibliothèques publiques ressemblent beaucoup plus à des supermarchés de la culture, où chacun s’improvise un bric-à-brac culturel, qu’à des centres soucieux de développement culturel pour leurs usagers.

Abstract

The local public library is the most widespread of cultural institutions and the one physically closest to the population as a whole. More than any other cultural institution, the public library adapts itself to its clientele. It has recently added to its heritage of printed works a considerable variety of other cultural delivery systems, including the Internet. These new additions tend to be no more than juxtapositions ; no one, so far, appears to have worked out a way of providing them with integrative or complementary roles. The result is that our libraries are coming more and more to look like societal supermarkets, each one with its own improvised cultural bric-abrac, rather than centres concerned with the cultural development of their users.

La institución cultural por excelencia debido a su difusión y a su cercanía es la biblioteca municipal. Más que cualquier otra, esta institución se amolda al tipo de población que ella sirve. Al patrimonio impreso, la biblioteca ha aumentado recientemente toda clase de otros vectores de la cultura, entre ellos Internet. Estas agregaciones son más bien de yuxtaposiciones. No se han concebido aún utilizaciones integradas o complementarias. En estas condiciones, las bibliotecas públicas se parecen mucho más a supermercados de la cultura, dónde cada uno se improvisa un baratillo cultural, que a centros preocupados del desarrollo cultural para sus usuarios.
