Abstract
The Central Business District of Darwin, the capital of the Northern Territory is located on al peninsula with nearly three-quarters of its population being located in suburbs to the north. Port Darwin lies to the west and south and the industrial area immediately to the east. The airport with an area of approximately 1600 hectares is centrally located.
Evaluation of options to accommodate the continuing population growth of greater Darwin was started in the early 1970's. Defence reserves and environmental constraints such as the airport and its noise exposure shadow and microwave paths, as well as swamps with their associated health hazards and areas affected by stormsurge, precluded any further major urban development in the Darwin area. This led to the identification of Darwin East now known as Palmerston (figure 1) as the most logical location for further urban development. In 1973 acquisition of freehold land in this area was effected, and freehold land in this area was effected, and one of the most innovative new town planning schemes in Australia began.
