Abstract
While recent progress in nuclear and chemical weapons disarmament is very welcome, much more needs to be done and there is no room for complacency. In particular, there is a need for not only reduction in conventional weapons world‐wide and a curb on the arms trade, but also for a change in attitude to regarding military power as a major hindrance to international confidence building. The failure to discuss disarmament is a serious flaw in the UNCED agenda; the human and other resources required for the UNCED programme can come only from cuts in the military sector.
