A Conceptual Framework for Volunteer Management in Local Government

Abstract

Volunteering is said to lie at the heart of social capital as it contributes to building just and sustainable communities. This article proposes an active role for local government in building a more equitable and tolerant community through volunteering. A conceptual framework is presented which provides a model for understanding volunteer management across local government.
