Abstract
I write from the perspective of NSW, a state which has an enviably impressive Planning and Environment Assessment Act, and accompanying Heritage legislation. Despite this preventive medicine of legislation, to guard the environmental health of the state, it remains chronically unhealthy and with a condition of planning malaise apparent, to a greater or lesser extent, in all other states too.
