Abstract
How to plan, organize and manage large scale development programmes is a complex question facing many governments, local authorities and private companies because of their wide ranging aspects – technolological, environmental, economic and societal. Unfortunately the accumulation of knowledge in the field of management and the ability to control large scale inter-regional development programmes is still rather limited.
