A ‘Natural’ Agenda for Labor?

Reviews of Federal Labor's achievements in urban policy over the period of the Hawke and Keating Governments inevitably provoke comparisons with an earlier ‘golden era’, that was presided over by the Whitlam Government (1972-1975). Indeed, this coincidence of interest in urban affairs and Labor in power may suggest that this side of politics somehow has a natural affinity for such issues.
