The character standard: Will it survive RKO?

Abstract

The use of “character” as a standard in the evaluation of applicants by the Federal Communications Commission is reviewed and analyzed. Following a brief survey of the evolution of the standard, an analysis of its application in the RKO decisions, and a review of contemporary attitudes towards “character” as an evaluative instrument, it is suggested that the character standard could be eliminated as it is not needed and may be more trouble than it is worth.
