Ofira Seliktar is Professor of Political Science at Gratz College, Philadelphia, where she specializes in the areas of Middle East politics and intelligence analysis. Her books include Failing the Crystal Ball: The Carter Administration and the Fundamentalist Revolution in Iran (Westport, CT: Praeger, 2000); Politics, Paradigms and Intelligence: Why So Few Predicted the Collapse of the Soviet Union (Armonk, NY: M. E. Sharpe, 2004); and The Politics of Intelligence and American Wars with Iraq (New York: Palgrave Macmillan, 2008), on which the present article is based.

Lee E. Dutter is Professor of Public Administration and Associate Dean in the School of Adult and Continuing Education of Barry University, Miami Shores, Florida. His current research interests are the analysis of foreign policy decisionmaking and terrorism. He has authored and coauthored numerous articles in medical and social science journals.
