Abstract
A web-based expert system, HIPP, was developed to identify information technology system impact areas for new Health Care Financing Administration (HCFA) projects. Through this development effort, multiple experts were used to acquire, represent, and encode their knowledge into HIPP. With the emerging trend for better sharing and leveraging knowledge internally and externally (i.e. knowledge management), this effort is consistent with the goals of knowledge management in terms of capturing and sharing IT system impact area knowledge to potential HCFA project owners. This paper discusses the development of HIPP and provides some lessons learned.
