Coastal zone management: The first five years and beyond

Abstract

More than five years have passed since the Office of Coastal Zone Management issued its first grants to coastal states. Today the emphasis of the coastal zone management program is shifting from planning to implementation. This article outlines the accomplishments of the program, discusses current CZM controversies, and proposes legislative amendments to deal with those controversies. While the proposals are significant, they do not radically alter the basic premises of the Coastal Zone Management Act.
