Fisheries management and the Colonias in Brazil: A case study of a top‐down producers’ organization

Abstract

This article examines from a historical point of view the emergence and transformation of the fishing colonias in Brazil It emphasizes the numerous constraints on the functioning of a top‐down fishers’ organization in a political context continuously characterized by important class struggles. It describes the reorganization efforts of artisanal fishers following the end of the military regime during the 1980s and draws some lessons regarding the political dimensions of fisheries management.
