New development: Innovative governance—using the citizen scorecard in China

Abstract

This article presents an innovative approach to addressing governance challenges in public service delivery in China. It builds on a citizen scorecard survey covering 5,000 households in five cities: Chengdu, Dalian, Shanghai-Pudong, Shenzhen and Xi’an. The survey helped policy-makers reveal weaknesses and enhance policy implementation and public service delivery.
