Public service pay: Can the market approach work?

Abstract

Failure to find an agreed formula for controlling public sector wage costs has brought down more than one Government in recent years. Attempts based on comparability within the private sector have foundered, though the principle remains at the heart of public debate. But must attempts based on a market approach necessarily be doomed from the start?
