Why student loans are fairer than grants

Abstract

Traditionally, grants have been regarded as the best way of opening up higher education to all those who qualify. However, the proportion of students coming from lower‐income households has not risen in line with this expectation. Paradoxically, therefore, loans may be more effective in providing access for such groups.
