Abstract

Yet again, the Secretary of State set a financial regime which he hoped would persuade authorities to tailor their spending to the Government's plans. Yet again, it seems his hopes will turn out to be dupes. Does this mean that authorities are deliberately defying the Secretary of State? Or are they acting rationally in the face of the incentives they have been set?
