Politicians and mandarins: 2: In the national interest?

Abstract

Is there a transcendental national interest such as would justify a civil servant working against, rather than for, the Government of the day ? In this second of two articles, based on lengthy interviews with those directly concerned, cases are examined where civil servants tried, not always successfully, to substitute their own policies for those of the Government.
