NHS purchasing and the supply council

Throughout the public sector, attempts are being made to cut costs by improving the way that goods and services are purchased. In the case of the national health service, a Supply Council was set up in 1980 to assist health authorities to do just that. How effective has it been? And is it directed at the right target?
