Taking regulation out of politics: The case of the civil aviation authority

A public and rather unseemly battle between British Airways and British Caledonian over route transfers was resolved at Cabinet level. The Civil Aviation Authority found itself caught in the political crossfire. Was that inevitable? Is it possible to regulate an industry, as the Authority was set up to do, at arm's length from the political arena?
