The efficiency strategy in central government: An impoverished concept of management

Abstract

Through Rayner scrutinies and the financial management initiative, the Government are attempting to reform the way the Civil Service is managed. Although the efficiency strategy has genuine achievements to its credit, it does not match up to the complexities with which the Civil Service has to deal. A new management concept is required.
