Local budgetary strategies in a decade of retrenchment

Despite the efforts of central government, local spending has started to rise again and the expected quantum cuts in budgets have not yet occurred. Local government in Scotland has coped with fiscal stress for over a decade now with short‐term management strategies which seek to minimise the effect on politically sensitive public services.
