The Government's hopes of achieving privatisation in the rental sector have now been watered down. The Housing Bill as it stands is a less ambitious attempt to break up large‐scale municipal ownership of housing. Voluntary transfers to housing associations set up by local authorities themselves seem the most likely way forward.
