Changed climate for education managers

Politicians make conflicting claims about the level of public expenditure on education. Analysis of the figures over the longer term, however, suggests that there has been a major shift in spending patterns. Whereas in the past education seemed to enjoy favoured status as an area of high priority, spending is now more contested.
