Local government: Reform and change

The Government has said that further structural change in local government has been ruled out, but the cumulative effect of changes currently under way has profound implications in the longer term for the structure. Arms’ length agencies for direct service provision, accountability to the consumer, the impact of competition on effectiveness and quality of service — all will play their part in transforming local government.
