Social service departments: Preparing for the 1990s

The Griffiths report on community care and the recent White Paper have placed managers of social services at the forefront of change. While management development programmes will help to alleviate the stress of rapid change, a range of approaches is needed if managers are to learn to ‘thrive on chaos’.
