Turning civil servants into managers

Management development in the Civil Service is based on the acquisition of ‘competencies’. Civil servants in the new executive agencies, however, will need to be flexible and adaptable, attributes which are not necessarily fostered through collecting a set of formal, mechanistic, skills. Management development philosophy should evolve in parallel with structural changes.
