What should be the size and role of the State? The changing patterns of its activities over a century and a half or so illustrate those areas which have proved most contestable. Collective provision and/or collective funding of a service, however, are not synonymous with public ownership. It is proving increasingly hard to draw the dividing line between public and private sectors.
