Performance measurement: The needs of managers and policy makers

In the rush to create a ‘can‐do’ Civil Service, which adopts a more managerial organisational culture, it is important not to forget the importance of policy analysis. Unless policy options are well developed and robust, the emphasis on management may simply lead us more efficiently and more effectively into the mire of policy failure.
