Efficiency and the national health service

There is often an assumption that, unless health authorities receive automatic reimbursements for higher than average costs, the national health service is being ‘reduced’ or ‘cut’. There is, however, an alternative, dynamic, model of a continuing stream of improvements in efficiency.
