Acquiring IT successfully

Abstract

The dependence of local authorities on IT continues to grow, and, as a consequence, the process for acquiring IT successfully becomes more critical to value for money. Much depends upon management having a clear understanding of IT's potential and recognizing that IT is a motivator for change and not merely a means of mechanizing an established process. Critical to the effective acquisition of IT will be the procedures which management must employ to help ensure that the right decisions are taken. External European pressures will also play an increasing part in formulating those procedures.
