Codes, courts and constables: Police powers since 1984

Abstract

The Police and Criminal Evidence Act 1984 (PACE) is a landmark in the development of modern police powers. It codifies police powers, and establishes a complex set of safeguards over their use. In this article, Robert Reiner traces the origins of the Act and the controversies surrounding it. He assesses the impact on common law and police practice, in the light of the extensive research undertaken since the Act came into effect.
